Divide GROUPS by equal distribution of Merit/talent

I am with an educational organisation. Now we need to allocate various fields to students depending upon their merit, where the difference between the average percentages between any two groups cannot be more than 2% and that also implies equal distribution of talent. However, First few have to be given choice of field and also students recommended have to be given choice. The number of fields varies from 2 to 8. . Further the vacancies are also not equal in all fields. E.g. for 100 students to be divided in four fields the vacancies can be 35 for ZZSS, 24 for UYTE, 29 for OIUI and 12 for HGFT.

I need a solution preferably in MS Excel or MS access for the same with nil/ least usage of VBA.

You are asking for someone to do work for you, without having made any visible effort yourself. So yes, you are at the wrong place. Here we help - for free - people who make attempts to resolve their problems themselves but are stuck. You may want to get paid help to do your work.
 
Well said Spike. It's bad enough when you help someone and they don't thank you but this guy gives little to go by and expects the world. Some people.:(

I'll thank you for at least reading+replying my query.

As you said about visible efforts. I'll say I have made efforts but yes I havn't shared it. As it is evident I am not into VBA so I tried using Rand function and sort. I got results which were not satisfactory as the object equal distribution of talent was not happening.

Further, I don't want you people to share some mdb or accdb file. I just want some similar ideas you ever came across.

Till now we have been doint is using =randbetween(1,93) and then divide them in diffents spreadsheet according to the no. of fields and then we manually transfer(cut and paste) between sheets, so as to achieve the equal average among the fields. Looking for ideas to in order to achieve the same, preferably in MS Excel or MS access for the same with nil/ least usage of VBA.
