duplicate records in report

I am making a shortage report for my work. The problem I am having is i have a work order a part number associated with the work order, a required quantity and a issued quantitiy. Sometimes the inventory person issues some of that part one day and the rest the other giving me two records of that one part. I only want the report to show me what parts she has not issued completely for and by how much am i off. Any suggestions
