Dymanic resize of report footer sub-report?

I wonder if anyone can give me a good suggestion regarding this issue. It may be a very simple solution, but I'm just not seeing it. I'm getting by with it as it is, but was just trying to make it look a little neater.

I have a sub-report linked to a report, and the sub-report needs to be in 2 columns. The sub-report is contained in a certain GroupFooter. A majority of the time, the sub-report will have 10 items in it, but will sometimes have 11 items. The problem is, I have to make the Footer size and sub-report size fit the 11 items, but then the look of the report looks kind of funny/uneven when there are only 10 items.

I've tried dynamically resizing the Footer height and sub-report size based on the count of items in the sub-report, but couldn't get that to work quite right when previewing the report (maybe I'm doing it incorrectly). I was then going to try creating a temporary table and adding a blank record or records to get the items to appear even on the report, but it seems like that is not the most efficient way to do things.

I've also tried setting the columns to print "across" and not "down", and it visually looks much better, but that's not really the way the report needs to be printed. Maybe I can print "across" and somehow alternate the odd and even records? Again, not too efficient.

The "CanGrow" property of the sub-report needs to be set to "No" in order to print the two columns, or else all 10 or 11 items will print in one column.

A little stumped on this problem, but thanks for any suggestions.

When you say previewing the report, is that in Print Preview or report view? A lot of formatting won't apply until print preview is engaged...
 
I mean previewing the report with the command:
DoCmd.OpenReport "Report1", acViewPreview

The report needs to be previewed before printed.
