Dynamic Report Colours

I was wondering if it is possible to change the colour of something on a report depending on a value retrieved from a query when opening a report.

Conditional formatting will allow you three conditions to format a field. If this is enough for you, you're in luck.

Yes this should be enough as I only have two colours, where can I access conditional formatting?
