Editing a picture in my report

Hello everybody,

I have a report that has a picture of a car on it. I want to make this report interactive. I want the user to be able to access the picture of the car and make notes on the car or circle damage on the car or any other scribbles they want. Then I want this edited image to be saved under the owners name.

What would be the easiast way of doing this?

Reports are not interactive, you'll have to use a form

Is it possible to do it in a form and then take that edited picture in the report?
