Error: Too many controls on form to allow Filter by Form.

I have a form which I admit is a bit busy, but I've seen and worked with much, much worse. When I try to filter by form, I receive the error: Too many controls on form to allow Filter by Form. After I click OK and the message goes away, I am allowed to filter by form and it works fine. Has anyone ever encoutered this message? Thanks in advance.
