Excel publish as Webpage or Single File? (1 Viewer)

Working on something and anyone have a reason to choose one over the other...?

I am trying to find the best way to do this.

Also,

Has anyone been successful in adding a favicon to the header of the excel published file?

Tried that dont seem to work, should REL="SHORTCUT ICON" be different. I have the Href correct as i tested it by itself in my browser.
