Excess white-space in Report - 'RRG English Brochure'

Forgive me if I'm being a space case, I'm NOT an access expert, nor well acquainted with report functionality.....
A legacy Database, using Access 2000, is generating too much white space, effectively adding an extra page to the report.
I'd appreciate any assistance in trimming the excess space.

Steps to Reproduce:
Open the attached MDB [rec-rpt.mdb] - Shift-Enter on open
1. From the switchboard select 'Print Reports'
2. From the 'Main Query/Print Menu' form select the radio button:
'English Rez Brochure'
3. In the text box enter a value like: 'June, 2008' (don't forget the comma, it's picky)
4. Click 'Ok' (May need to click OK a second time)

A multi-page report is displayed (6 pages - When FIXED, it should be 5)
The problems I'm concerned about begin to show on page 2
and are even more prominent on page 3
- Excess white-space. On Page two the listing for:
'City of Santa Cruz
Recycling Program'
Uses more white space than needed for the values present in the row.
The same applies to page 3 - 'NexCycle 20/20 Recycling Centers'
Understandably the 'GreenWaste Recovery, Inc. & County of Santa Cruz' listing uses a good amount of row space because of the quantity of Notes.
So the question remains: Why so much white-space is used? I believe the report (RRG English Brochure) is configured to compress white space.

Hmm. Attaching the file isn't working. Doh! 2mb space limit. Even compressed it's more on the order of 50mb...

Did you remember to first run COMPACT AND REPAIR and THEN zip the file?
 
Also, did you remove all the unecessary tables, forms and reports that we don't need to see?
