export hebrew from access 2007 to excel 2007

while useing TransferSpreadsheet command to export a table from access 2007 with hebrew column names to excel 2007 i get "????" in the excel sheet.
what can be done?

While I don't have an answer for you, I see that others have had the same problem:
This seems to be an issue with Encoding or Language and Regional Options in the Control Panel.
