Filter on Empty Master

What does the Filter On Empty Master option do on a subreport? I have a Main report with 2 subreports. However, when the Main report is empty, the subreports don't print. I would like the subreports to display if they aren't empty even when the Main is empty. I thought the "Filter On Empty Main" would mean to process even if the Main has no data but it doesn't seem to matter. All I found in my searches is "Gets or sets whether all records are displayed when the subform's master field is Null." So I thought this would do what I wanted.
 
What version of Access are you using?

In theory you should not have orphan records in your tables anywy.
 
Access 2007.

Each "report" is pulling from different data sets but there is a common ID omoung them that can be used to link all 3 together.
So Main pulls some report data from somewhere.....
So Subreport 1 pulls some report data from somewhere.....
So Subreport 2 pulls some report data from somewhere.....
So there really aren't orphans in the data.

Each is a seperate report so it really doesn't matter which one is Main (except that one should be first). Any of them can be an empty set. The problem I have is when the Main report data set is blank, the 2 subreports don't print, which makes sense I guess since the subreports are considered childs of the main report. I thought that the "Filter On Empty Master" made sense that it if there where data in the subreport but not in the Main (hence Empty Master) that the subs would still print their data.
