Finding Blank Records

I have been asked to build a database with blank records already in the database, and number of records starting at L3000.
The user would find the blank number and fill in details. The idea is so I would produce a report that would show which numbers have been used.
Any ideas how I could get the database to automatically produce new blank records starting at L3000
 
If I don't put the letter with the record how would it save the record, L is not the only preffix.
 
Is there a way to generated records automatically, as each branch has a book of order numbers that they assign, the main offices wants to ba able to lookup the number and fill in the details. then produce a report to see if any order have been missed. The database would need to generate 100 records each month.
