Fly Wheel disable

Is there a way to disable the fly wheel on the mouse. I have some amny people call me saying, "I lost my form." They don't really but they hit the fly wheel button and moved to a new record.

So if there is a way to disable moving records until you hit the complete button, it would make my life easier.
