Form on top and active

How do I make a form stay on top. I tried using the VB set windows position and the z order and a few others. At best they make the form stay on top but not active. If i am within my vb program there are various methods for making the window active however once I leave the vb program nothing I try works except setwindowpos and it does not maintain focus.

Any ideas?

Tried SetFocus? Something like yourForm.SetFocus
