Getting ActiveX Component Cant Create Object

I'm getting this error on a statement Set dblocal = CurrentDb(). When I looked into References I see that Microsoft DAO 3.5 Object library is Missing. I’ve found the DAO350.dll in the following directory C:\Program Files\Common Files\Microsoft Shared\Dao. I'm assuming this is the missing DAO 3.5 Object library but I can't get Access to recognize it. I've un-installed access and re-installed numerous times with no luck. If this is the problem can anyone help? If it isn't the problem can anyone help me with what might be the problem?
