Graphic design generally means the production of an image (a graphic). It can be done on a computer or with pencil and paper.

Computer Design could involve designing anything on a computer. This includes producing drawings, 3D models or specialised files used for an object to be manufactured. Often known as CAD (Computer Aided Design).
