having tab index problems

I have a form that I have placed a tab control onto. This (and everyone other project I have worked on) is causing me problems with the tab index on the tab control. I can't seem to renumber the tab control to make it work in a logical order on the tab control. I understand that each page of the tab control is a self contained tab order (starting with 0), but on each page of my control, if I try to renumber the tab index, the second I move to the next control, the tab index reverts back to what it was before I changed it. This is boggling the heck out of me. Any ideas what I am doing wrong? Thanks

When in design mode, right click on the edge of theactual tab control. On the menu that pops up is an item called page order.
When you select it a box with all the page names should appear. If not, then try selecting again. Eventually you will right click in the right spot.
Move the pages up and down as you like and be sure to press OK else it will revert to how it was.
