Without seeing the design view, it's a guessing game here. Can't see where the signatures and Totals stuff is - report footer? Section footer? The placement of such summations can affect the desired result.
1 If your pic shows interrupted data, then check the 'keep with next' setting, which keeps all data for a group on the same page if it can (or not, depending on your choice). If you're saying you don't like white space between the last row of detail and the page footer, there's not much you can do about that except maybe for some heavy duty code which I've never done.
2 select report in design view. On property sheet try changing Page Footer from All Pages to Not With Report Footer. Like many report settings, something looks good until a new wrinkle comes up. This suggestion may remove the last page header when there is data.
