Help Labels

I have a button on my screen that makes a hidden label visible, the label is just a little 'help' label. It dissapears again when the mouse is scrolled over it. The label appears behind some of the controls on the form but I want it be always be at the front. I cant find anything in properties to do this. Is it possible? Should I make my 'help' labels in a different way?

Create the labels and controls in the reverse order in which you want them to appear on the form.

If you want label1 to appear on top of textbox1 then create textbox1 first and the label1 on top of it.
