Help! Workgroup Information File

I have a series of Access 97 databases and an office of staff in excess of 80 users. Recently we have seen problems with the Workgroup file we have created as too many users were accessing it at once. Does anyone know the maximum user number for these files?
 
Microsoft says that 255 users are allowed. Are you using a single workgroup file for all your databases? I don't know how the 255 are counted. It may be that if you have 5 databases using the same workgroup, each combination of user and open database counts as 1. That would certainly get you into trouble if 80 people each had several databases open at the same time.
 
Each user should have their own workgroup file on their computer so that they are not sharing [opening] the same workgroup file. Same advice about each user having their own copy of the front end on their computer.

You just have to give everybody an updated version of the mdw file when ever you give them an updated frontend. Just keep everything in the same directory.
