Hiding Access Application - Min Max Buttons Gone.

i did a search and found this thread here, and the only problem i encounter is the min max buttons are gone though it was set up as both enable, can somebody enlightened me and give me a hint how to show those buttons.

and there's no icon showing in the taskbar.
