How I can use the Design View in a Web Template?

That is true. You have to use Layout view for editing.

You can manage the size of objects but it's not quite the same process as you're used to with standard client form design. Web forms are laid out in blocks of screen space. When you place an object (text box, label, etc.) on a form it will take on the size of the "block" that you place it in. You can manipulate the size of these blocks by splitting them horizontally or vertically to make them smaller, or you can merge separate blocks together to make a larger block if needed. See the Merge/Split menu buttons on the Arrange tab to do this. So, again, rather than manipulating the size of the control itself (text box, label, etc.), you manipulate the size of the block of screen space that the control will be placed in.
 
Ok Nice! Thanks! Look one more thing... The web template have a a field to Add a comment with a save button and when you add something it place the comment and the date with hour. How I can do that in my form?
