How to check if synchronization is needed

I am running synchronization from VB module and was wondering how can I check if sychronization is needed. I want to skip synchronization if there were no records updated neither in Design Master, nor in Replica.

I presume this is possible since if I run synchronization through Microsoft Briefcase, it shows when there are records to be synchronized.
