Yes, you never put an email address in your line of code. Looking at the documentation for DoCmd.SendObject (https://msdn.microsoft.com/en-us/library/office/ff197046.aspx?f=255&MSPPError=-2147217396) it is the 4th argument of the function. So you need to put the email address there

How are users entering an email? Is there a form?

they enter it via outlook

No, they don't. That command wouldn't open an email message for them to enter an email address. That command needs to be supplied a To address.
