How to make a DVD-Video using windows 2003.

Hi There,

I have a windows2003 server installed on my local machine and I have a recorded tape on my handycam..How can I download it onto a disk and make it into a DVD-Video?...I don't seem to have any tools that come with the software...Any suggestions or alternatives?
