how to manage 60 controls in single form?

Hi folks!
I have stopped at this quite problem - I have a form where I should place 60 buttons so user can access them easy and quick. Each button must have a caption up to 50 symbols.
These buttons must work a a filter.
If I make it so, then almost half of the form is filled with butons and theres no room for other information.

Is there a way out of this? Maybe some other chances? But anyway one thing is important - access to them must be easy and fast.
 
Hmmmm...what about the Control Tip Text under the Other tab of Properties for the buttons? That will create a 'hovering' text message significantly longer than what you can fit on a button, and then use an abbreviated form on the button itself.

Another possibility is to make a 'filter form' with all the buttons on it, and then have it open a different for with the actual filtered data on it.
 
Another option is to place a tab control on the form, and divide the buttons between several appropriately labeled tabs.
