In design view right click on the form in questions detail section, click Tab Order. Click, hold and drag the little rectangles next to the fields name. Click ok. If you want to order a subform, you need to click into the subforms detail section. If you want to order heading fields, right click into the heading section, same with footers. The detail section is basically the main body of the form.
