does the database have a password? It can give this message sometimes.
was the db created in the new version, or an older version?

HSE? Health and Safety Executive?

As you say you have Access 2019, this issue has to be due to a feature since added in Access 365.
The likely cause is the use of a new datatype Date and Time Extended (DTE) which was added a couple of months ago.
I doubt that an update to support this is available for A2019 but it would be worth checking.

All I can suggest is that you open is copy of it in A365 and try unticking the DTE checkbox in Access options. Save and then reopen in A2019.
Good luck

NOTE if you are unable to do that, you could upload it here (if there is no confidential data) for someone else to do that for you.

Sorry. Many members, including myself, do not download files stored externally.
Please zip your file and upload it to this forum.
Did you try the suggestion I made about opening it in 365 first?

Check your tables in your current application, open them with the old version and convert your large number data type fields in all your tables to number type. After doing this, your application should be opened.

I discounted the bigint (large number) datatype as the OP stated he/she was using A2019 which supports that datatype.
It must be something added since 2019 was released. Hence my suggestion of the DTE datatype

As you say you have Access 2019...
Actually...the OP said he has Office 2019...but does he have Access 2019? Unless something has changed...all versions of Office don't necessarily include Access. Perhaps there's an earlier version of Access on board? Or maybe even two versions?

True. If the OP has A2016 retail, then that widens the possible reasons. The screenshot indicates A2016 or later.
Hopefully the OP will respond as requested with a copy of their app. I see the external link has now been removed..
