Interesting Duplication in Query

Here's an interesting little problem...I have a query which combines three tables. One table has payment information related to grants awarded (101 records). The second table gives the payee information (36 records). The third table gives the contract information (51 records).
The ultimate aim is to produce a report by Program Director (our Staff) and then by Contractor on all unpaid parts of the contracts.

When I process the query I get a 110 records and when I check the data I see that two of the Contracts are duplicated--yet the remaining 34 are fine.

Help--my head has gotten bloody by banging it against the brick wall!
 
whenever duplications appear in queries, it is usually to do with the way the tables are linked together in the query, re-checking these or try different links would be my first look.

I thought so to, I've even combined two tables and then brought into a new query with the other table...but the duplication gets worse (288). I've tried all the joins but it's not right :(
