Is file open by another user?

Running Excel 2003 on XP Pro

I want automate a timesheet on Excel to copy data to a "master time list" at the end of the week. This will be activated when the time keeper selects a control to "copy weekly time". Once the data is copied, the master time list will be closed for the next user
I am concerned that more than one timekeeper will try to copy to the master time list an quitting time on Friday causing issues either accessing the master file or saving data to the same file

Question 1
How can I verify the file "master time list.xls" is not in use by another user prior executing the "copy weekly time" procedure

what about allow sharing?
tools, share workbook, editing, allow changes by more then one user. You can then pick some options from the advanced tab
sort of the opposite of what you are asking as this allows more then one user to work on the workbook.
