lock to view/modify

I would like a user to open a dababase without any userid/password entry, but not able to view/modify any objects within.

I've looked into user level security wizard, but the issue is that it'll ask password to open database. I need to lock it using a password, but it should only prompt to enter if a user trying to view/modify an object.

Make an MDE or ACCDE version. That locks the user out of any database design features.
