Locking menu options

Can some please advise how I can lock an access 2007 database so that a user cannot get into the tables,queries and certain menu items. In access 97we could disable several options on startup. It seems you can disable some stuff on startup but the option to allow access can be changed by anyone once they open the database.
 
1. Go into Access Options and then Current Database.

2. Uncheck the Display Navigation Pane

3. Find the USE ACCESS SPECIAL KEYS and uncheck it (that will keep them from being able to use F11 to display the Nav Pane).
 
Even when disabling the Navagation pane I can click the dropdown arrow next to the Open Folder, select more commands and the Access Options screen opens. Here I can select Current Database and all the options are available again for anyone to re-activate.
 
Do a search in Google on disabling the QAT.
