mdb encoding

I have an old mdb file which was created probably in access 2000 which contain hebrew characters and the data is encoded in windows-1255.
I can only view the hebrew characters in html pages encoded the same.
2 questions:
1- how can i instruct access or any other tool to view the data in the same encoding
2- how can i export the data to mysql database keeping the same encoding?
3- is there a way to convert the data to utf-8?
