In access 2016, How I can Hide the Ribbon and display instead at the top of the screen an existing menu bar?

Is that an existing menu bar from a pre 2007 Access database?

If so, you should see the old menu bar under the Add-ins tab.

In modern versions of Access, the Ribbon area is all you get. You can either display it or hide it. Since the AddIns tab is part of the Ribbon, your old custom toolbars will still occupy the entire Ribbon area even if your toolbar doesn't need all that space.
 
It is easy to hide the entire ribbon and if you do so, the quick access toolbar is also removed. You may find this example database useful https://www.access-programmers.co.uk/forums/showthread.php?t=293584

However to do exactly what you want is more tricky.
Counterintuitively you will need to create a custom ribbon to hide all except the item you want. It is important that you hide the File menu to prevent users using Access Options to restore everything again.
