PCOs are references to folks who used to talk about the New Orleans Saints (American) Football team, and how they would win the championship when pigs fly and Hell froze over. Since Washington, D.C. is the middle of the Mid-Atlantic states region and also is one step away from Hell (because of the politicians who congregate there, I figure there must have been a thermal spill-over.
