MouseScroll Disabled in Form but Still Occurs for Date Picker

Hello,

I have used a .dll file from the lebans.com site (Sorry, can't post links yet) to disable the Mouse Wheel Scroll which works when I am on the form and have the focus on a textbox, checkbox, combobox. But when, I have the focus on the DatePicker, the mouse scroll is reenabled somehow which continues to create new records. Is there anyway to disable the mouse scroll on the Date Picker as well? I have provided a sample database where this error is occurring.

Is anyone else able to replicate this issue using my sample file? I have not been able to find a solution anywhere on the net so perhaps it might just be on my computer that this problem is occurring.
