My ribbon seems to be lacking!

When I get deep into building new tables, forms and such....I noticed a wierd problem and I am not sure how to fix it, cause I am not sure what causes it.
My ribbon is supposed to show the controls tab when I click on the design tab on my ribbon, yet it is not there. I looked on ACCESS OPTIONS, there it allows me to add it to the Quick Bar, but that is little help, because on the Quick Bar, it never comes active, no matter what I have selected. Soooo, I am not sure how to get it back on my ribbon where it should be. I work on an Army Base and security on my machine is unbelievable...so maybe the security is blocking that for some reason. Not really sure.....
But if someone could post how "normally" one would add this back to the ribbon, I could try it and isolate if it is the security on my machine or....get back to work!

Well, for one there is no "Controls" tab. It is a GROUP that is on the DESIGN tab. And, it would ONLY be available if you have a FORM or REPORT in design view. It will NOT be available for Tables.
 
Thank you Bob Larsen...you are correct...and I learned something. But I think you could have said it without talking down to me....
I hope you realize Access is used by everyone...not just experts who know all the ins and outs. So that is why we ask for help.
I will go elsewhere in the future.

I guess using the capitals for emphasis would qualify. Sorry the OP feels that way as sometimes it is easy to read something into a written message where we have no inflection of voice or anything.
