Page breaks for 2 or 3 records per page

When i made a report, it would always cutoff so that 3 and a half records would show up on the first page. I changed the margins, so now the first page looks great, but my pages after that still have half a record on one page, and the rest on another. I need to have 2-3 records per page, is there a way to use a pagebreak so that two records are displayed, and then it automatically cuts to the next page?

Have you tried the "Keep Together" property???

Those were set to yes. My problem is that when my report has a title, 2 records fit perfectly on one page. The following pages of course have no title, and the beginning of a record appears on the page. Is there any way to make a pagebreak after two records. Maybe in the footer or something?
