Permissions conflicts while using Access on a network

I'd really appreciate it if someone could help me understand why my problem keeps happening and suggest a way to fix it:
We have an Access database that runs on our network. Individual users have their own copy on their C: drives, and their tables are linked a master copy on a shared drive. There are only 2 users who should have "admin" permissions.
Problems came up when I (having about 10 total minutes of previous Access experience) started copying and pasting reports, queries, different versions of the database onto different peoples computers. Everyone got a lovely personalized version, but now it's coming back to haunt me.
Apparently, when we started out, users had one set of permissions, admin another. Now everything is sort of mixed up. I didn't think this would be a huge problem, but:
Occasionally, individual records will be locked even though no one else on the network has them open. A message pops up that says "User Admin on computer ##### has this record locked." But when we find this computer, that record is not open. If you close the application and re-open, the record becomes unlocked.
Now, our IT guy does not have enough time to fix this, and I am seriously under-educated in the area of Acces, etc., but if someone could explain what's happening I would be eternally grateful.
