Personalization Scroll Bar (1 Viewer)

In Win 10 when in desk top personalization the vertical scroll bar is hidden. Does anybody know if there is a logical reason for that, or is Microsoft just being Microsoft. It’s not like it a crowded screen.

It expands when you mouse over the scroll bar as a line? Or just use the mouse scroll wheel?

I know that, but it annoys me to have to expand it each time. It's not a big thing, I am pretty sure I will survive, but, why do such a thing unless there is a logic reason.
