Pop up alert help

I have two tables in my Access 2007 db. One stores Regulation Numbers and details regarding the regualtion (I am an auditor). The other table contains the data for an audit performed for a regualtion number. Now the same regualtion number maybe performed at different dates so I need to allow duplicate values.
However I do need to add a pop up alert if the user enters the same Regulation Number which says somethink like this regulation number was last audited on date.
Is this possible?
