Pop-up Warning form based on criteria

I need to figure out how to pop-up a warning form.

After the dispo date is filled in and the customer is a certain customer but the paperwork completed date field is blank I need a warning form to pop-up that says

WARNING!
DO NOT SHIP THIS CAR
PAPERWORK NOT COMPLETE!!!

Is there anyway to do this?

I also need one to pop-up in a different database if the main form and subform totals don't match.

Can anyone help?
