Popup form follow mouse?

Do you want the form to move when the mouse cursor moves?
I’m just trying to find an alternative to the “ControlTip Text”
The ControlTip would be great if it was faster, but it is soooo slow,...
Therefore, if you make a form (Popup:Yes Border Style:None) – it gives you more flexibility in what the popup looks like, and its opening speed.
I would like to figure out a way to open this little popup form right where the mouse is.
It would even be better if the cmd open would happen on mouseover and the form would disappear on mouseout (if there is such a thing).
