Print Cover Letter at the begining of each group

Is it possible to have a Cover Letter print at the begining of each Group? For example I have a Report with the following Grouping:

Report Header
Page Header
Client Header
Client Detail
Page Footer
Report Footer

I would like a Cover Letter to print at the Begining of each New Client is this possible?

I would create a new report for the cover letter then make it a sub-report in the Client Header.
