When I publish to word and save as a word document I lose the lines that I had seperating the records and the pictures that I had pasted in the header and footer.

If you are just trying to get the report into a better format to send you might try Snapshot viewer. It is a free program from Microsoft which will allow you to take snapshots of the reports, and save them to be viewed as they were formatted in Access.
