Relate two tables

Please help anyone.

I have two tables:

1st Table is name tblContributionRange
Field Names:
Start Salary Range
End Salary Range
Amount

2nd Table TblContribution
Field Names
Salary
Amount Contribution

Example:
tblContributionRange
Start Salary Range End Salary Range Amount
0 4999.99 100.00
5000 5999.99 125.00


From the my form name frmContribution with source tblContribution,
How do i relate the Amount Contribution in such a way that if i type
3010 on the Salary field then it should pick the Amount 100.00 from the range since it falls on that range and key it in the Amount Contribution field.
If i put 5001 then it should call 125 .00 and put in the Amount Contribution Field.

Another problem that i need to resolve would be how to setup a payday field for Salary. Our payday is on every 15th and 30th. How do i automate that Health Insurance should be deducted on the 15th and Social Security should be deducted on the 30th?

Please help anyone....
