Relationship Problem

Hi there all I have 2 tables related by ID both set to primary key, I have enforced referential integrity, by doing this I was hoping that I would not have any issues with the ID number but this is what I get when I try to add a new record to one of the tables
You cannot add or change a record because a related record is required in table ‘LeadershipT’.

Can anyone help please?
