Question relationships

hi all

i have 4 tables consisting of Quote Number,Quote Value, Late Quote Reason and An order Detail table
i have set up a relationship for the quote number table to have a one to many relationship to the quote value table and this is fine however from the quote value table i need to create a relationship from there to both tables late quote reason and order detail.
my logical way of thinking is on the quote value table the details of a quote are entered if for example the quote took longer than 5 days to turn around then i open up the late quote reason form to enter the details why. with this in mind i also need the same sort of thing for the orders form when a customer orders that item i need the user to open up the orders form to enter the details of the order.
i have tried this for days however when i create a query to display the order details and why the quote was late for instance it doesnt work

QUOTE NUMBER table consists of QUOTE NUMBER (PRIMARY KEY) SOURCE, NEW/EXIST, CUSTOMER, INDUSTRY and finally SUB CON/PROD
QUOTE VALUE table consists of QUOTE ID (PRIMARY KEY) QUOTE NUMBER, QUOTE RECIEVED DATE, QUOTED DATE, MIN QTY, MAX QTY, COST EACH MIN, COST EACH MAX and finally STATUS
my main table contains a relationship between the QUOTE NUMBER field in the quote number table and the QUOTE NUMBER field in the QUOTE VALUE table which is a one to many with referential integrity on.
ive done this because the quote number table can have many quote values?????
from the quote values subform which is part of my quote number main form i would like to open another two forms which are
QUOTE LATE REASON which contains REASON ID, MAT/L LATE, DATE REQUESTED, DATE RECEIVED and notes
ORDER DETAILS which consists of ORDER ID, (PRIMARY FIELD) DATE ORDERED DRAWING NO, ISSUE NUMBER, QTY ORDERED, PRICE PAID, DESPATCH DATE and NOTES
finally when the user enters in the quote value data and the quote took more than 5 days i want them to hit a button to open the quote reason form and enter the reason why that quote over 5 days the same goes for the order detail. if a customer orders a part i want the user to find the quote number the quote value assosiated with that quote hit a button and enter the order details however this is what i am having problems with i need the two tables LATE REASON and ORDER DETAILS to be linked to that specific value
