Report Page Break and 1 to 10 counter

1) I have a report that display about 13 records per page. What I want to do is for it to diaplay 10 per page. How can I enforce page breaks after 10 records.

2) I have a counter that display 1 to 13 for each record and starts on 14 on the new page. What I want is for it to display 1 to 10 and if the new page starts it must start with 1 to 10 again.

What you can do is to adjust detail section height of report such way that it show you 10 records(mean distance between rows)
You have to experiment(play) with this until you satisfy.
