Report Structuring of SOP sub tiers

Good morning all,
I am having a bit of trouble trying to figure out how to format an SOP database so the format reads like a "word document" SOP. I have attached my database along with the template "word document" they want it to look like.

My questions are:
Would you someone look at the tables and let me know if I should redesign them?

What is the best way to approach the sub-catagory (tiers) in the report?

The attachments tab I need help on too but that is a different subject (how to attach a file...I don't know how to do that much less start)

Any feedback would be great!

i SUGGEST THE FOLLOWING...
1-design the table so as to include the "levelofdetail" field .. which will add "using the code" an ident just like happens in MS Word.. thus in the same table you can add different levels of details and the report will appear with idents "if i get the idea well"

HAMMAMABUARQOUB, I did what you suggested but it didn't group them the way they should go. It keep them in the correct order but didn't "indent".

Still no luck with producing the "indents" (tiers) I need (want)....

Anyone? :)
