Report View: white dead-space below footer

I have a report that will only be used in Report View. It pulls data from a table via a query. The number of records it will display is varied.

The problem I have is that I've changed the Back Color to 'other than white', but I have several inches of the "report" section below the report footer that remains white.

I've tried to control the size of the window to match it's content to no avail and I don't appear to have any control of the color of that portion of the window.

It's a modal popup.

Anyone know how to deal with this?

You are always using Report View, correct? If so, make your report bigger. Drag the right column from 10.5 to 20+. Drag your report footer lower also. I attached some pictures as examples.

Simple yes, but not obvious until I tried to do it myself.
